Ruffin Bell joined the Coppin State Athletic Department in February 2016 as the Marketing & Promotions Specialist. His current duties include developing community partnerships and acting as the liaison for the athletic department; growing the rental opportunities for athletic facilities; working with institutional advancement in developing partnerships and sponsorships for athletics; managing the athletic marks in coordination with Learfield Licensing; and developing media rights opportunities for the department. Prior to Coppin State, Bell was the Athletic Director at Cheyney University from 2011 to 2015.

He joined Cheyney in December 2010 as the Interim Equipment Manager and was named interim Athletic Director in Fall, 2011. Previously, Bell was the athletic director/ head baseball coach at Baltimore City Community College. Prior to that appointment (2005-2007), he worked for the Cal Ripken, Sr. Foundation as the National Administrator for the Badges for Baseball program.

Ruffin received a B.S. in English Media Management from Coppin State in 1999 with a minor in Computer Science and his Masters in Sports Administration from Grambling State University in 2001. In the fall of 2003, Ruffin was presented with the Jeanette W. Shamwell Distinguished Service Award for exceptional contributions to the field of education by Dr. Cornell West.
 
Bell is an aficionado of black college baseball and was featured in the February 2004 Coaching Management Magazine, for starting BlackCollegeBaseball.com. Originally started as a hobby to keep up with baseball in the MEAC (Mid Eastern Athletic Conference) and SWAC (Southwestern Athletic Conference) conferences, BlackCollegeBaseball.com and the BCB Poll was the first HBCU baseball poll to be recognized by mainstream media outlets such as Baseball America, Collegiate Baseball Insider, College Sports Television (CSTV), and College Baseball Today.
 
A native of Baltimore, MD, Bell played baseball at Coppin from 1994-97 and was on its 1995 MEAC Championship team. Bell was inducted into the Coppin State Hall of Fame with the 1995 Championship Baseball Team in February 2016. He was also the assistant coach at Coppin State from 2002-2006. As a player and assistant coach, Bell’s teams still have over two dozen records that still stand stands including the top four winningest teams in the program history.
 
Bell also coached baseball as a graduate assistant pitching at Grambling State University and was the webmaster for the athletic and sports administration programs. He also helped Coppin State start its Sports Management Program which grew from 8 students to 120 students from 2001-2004.
